I asked a local mayor whether it wouldn't make sense to set the local tax rate for utility franchise fees to 0% -- thus the state wouldn't be able to steal those tax monies from the cities, and the cities would be free to replace that money by other means without "raising" taxes.

The response was that the NC General Assembly had recently passed a law that essentially made this idea ILLEGAL - thus institutionalizing this theft of the local reibursement accounts.

I believe that a Republican-held House (if we had such) would have solid grounds to IMPEACH our governor for this.
