Islamic Terror Group Had Designs On Singapore Water Pipelines, Chiemical Factories, Defense Sites

THE Singapore Government disclosed on Thursday that the Islamic group Jemaah Islamiyah (JI) had plans to mount terrorist attacks on Singapore targets, including key water pipelines and the defence ministry headquarters in Bukit Gombak.

Other sites surveyed by members of the group included Jurong Island and Changi Airport.

Along with some details of these plans, a Government statement unveiled the identities of the 21 Singaporeans detained under the Internal Security Act on Aug 16.

The Government believes that with these 21 now under custody, the Singapore JI network has been "severely disrupted'.

The statement said JI had aimed to "create a situation in Malaysia and Singapore conducive to overthrowing the Malaysian government and making Malaysia an Islamic state'.

Government investigators have also unearthed evidence that the attacks on key Singapore installations would have been portrayed as acts of aggression by the Malaysian government, in a move to rock ties between the two countries.

There was a third objective -- that of stirring up ethnic strife by playing up the notion of a "Chinese Singapore' which threatened Malays/Muslims in Malaysia. JI hoped that, by doing this, Muslims would respond to calls for a militant jihad.

The 21 arrested last month are the second group of suspected terrorists detained by the Government. Of the first batch of 15 caught in December last year, 13 are serving out detention orders, two have had restriction orders placed on them.

Nineteen of the 21 are or were members of JI; the remaining two have links to the Philippine Moro Islamic Liberation Front. Many of the 21 were in fact followers of those caught last year.

They are part of the JI regional network, which has stepped up its militant orientation in the last two to three years. The change in focus was mooted by regional JI leader Hambali, who ordered the various cells in the region to switch from doing missionary work, for example, to 'operations'.

'Operations' involved surveying potential terrorist targets, recruiting new members and sending them to military training camps in Malaysia, the Philippines and with Osama bin Laden's the Al-Qaeda in Afghanistan.

The plans to attack Singapore installations were made with the help of a small group of Malaysian JI members based in Johor. The leaders of the Malaysian JI reported directly to Hambali, the Government statement said.

JI groups are plugged into the regional network, which shares resources in training, procurement of arms and funding.

The ultimate goal of the organisation was to unify the Islamic militant groups in the region, and to build an Islamic State comprising Malaysia, Indonesia and the Philippines' Mindanao. Singapore and Brunei would eventually be absorbed into this federation.

Although the Singapore Government assesses that JI Singapore's operations has been crippled, it warns that the threat from regional JI elements remains.

"Investigation and operations will be continued to prevent JI remnants from re-grouping in Singapore or from linking up with JI elements abroad," said the Government statement.

"The Internal Security Department will continue to share intelligence and cooperate with the security agencies of neighbouring countries to locate those Singapore JI members who have fled and are believed to be hiding outside Singapore, and to uncover the regional JI network," it added
