UNITED NATIONS (AP) -- Secretary of State Colin Powell said Monday the U.N. Security Council is moving toward the U.S. position on Iraq, but France objected strongly to the Bush administration's insistence that Iraqi President Saddam Hussein must go.

As Powell consulted with council members, two U.N. officials said Secretary-General Kofi Annan was working with Iraqi and Arab League officials Monday night on a letter outlining Iraq's position on the return of U.N. weapons inspectors.
