Try this theory. The police receive a tip that there could be three individuals with a bomb headed toward Miami to blow something big up. They pull the car over. They blow up the backpack. They tell the media that their dogs were alerted to explosives. They tell the media that the license plates are stolen. They shut down major raos arteries for 16-19 hours. They call in the FBI and who knows what else. Then they start to acquire facts whic don't help their theory. The license plates are valid. There are no explosives. Staring to look like "egg on the face" time. Thats when you back off and hope things go away as quickly and and quietly as possible.

There would be no egg on their face in your scenario. They did the right thing, considering what was reported to them and considering what has happened in this country in the last year. There would be no egg on their faces if they stopped the men, checked them out, and found no evidence of anything. That's basically what happened. They followed up on a report. How on earth does that make them look even a little bit bad? They would be irresponsible to do anything less than they did.
