If Congress is going to keep f'ing around, W should ask them for a Declaration of War. Straight up and down vote. Some old dusty international Law book must have some references on the wording of one of those--or the congressional record of 12/8/41.

Off topic, but I sent an e-mail to the AP when Barry worked for them, commending him on his pointed questioning at a State Department press briefing.
He actually called my home the next day (I was out) and left a message thanking me for the compliment.
I don't know his party affiliation, but I think he is "one of the good guys".

Powell met with the 14 other members of the U.N. Security Council and found broad agreement that Iraq was not in compliance with U.N. resolutions and that the council must respond, said a senior administration official.It's over, then. The diplomats will waste some time with drafting the actual words, and France may still be sticking with their two-step approach, but it's over.

There IS no "standard" wording for a declaration of war. The most recent one passed the House on 18 September, 2001. It is Senate Joint Resolution 23, which has been repeatedly posted on FR. The one before that was in January, 1991. The wording of both these, and all the ones that preceded them, are radically different. The one most like the current one was passed in January, 1806, to declare war on the Barbary Pirates WITHOUT naming any target nation. It was, essentially, go get 'em wherever you find 'em.

That was more a commentary on the fact that there has'nt been a declaration of war done by anyone in the world for a long time now, even though a lot of people in different countries have done a lot of shooting at each other over the last 57 years.
If we're going to debate, let's debate on a DoW, not some candy a$$ed "resolution".

While the Russian support could be a boost for Bush, who has said repeatedly that Saddam must go, the president was still struggling to draw support from Congress. There's more support for our Republican President in Russia than in our own Congress...
I never thought I'd live to see that day!
