Remember the Palestinean weapons and explosives shipment intercepted off Gaza?
The cargo was loaded into bouyed watertight cannisters for later pickup by Palestinean "fishing vessels".

Remember as well there was a similar incident around Christmas with a cargo ship near London, that turned out to be nothing.
And I believe SEALs have been involved in searching ships in the Indian Ocean; so while it's unusual near the US, SEALs boarding ships overall isn't completely unheard of.
