JERUSALEM - Palestinian lawmakers who have long agitated for reforms in Yasser Arafat's administration forced his Cabinet to resign yesterday after a stormy two-day debate on government corruption and mismanagement.

The dramatic move dealt a blow to Arafat's prestige and marked the first time in years that the Legislative Council managed to impose its will on the Palestinian leader. But it did not pose an immediate threat to Arafat's leadership.
