This scrap with the Senate is about union representation.

There are some depts. being folded into the Homeland Security Agency that have outlandish perks. The worst one is that they cannot be transfered, demoted or canned without a union review that takes a average of a year or more.

Bush only wants to give them the same union rights that the DOD and FBI currently have so that he can steamline the agency and move folks around.

The dept. making the most fuss is not suprisingly the friggin Immigration and customs depts.(The absolutely worst ones we have!)

Now you know why changes take forever or are not even attempted in these pariah depts. You can't fire em or transfer the dummies without union approval.

Bush is not asking for much. The dems are making a political issue out of this and you have bought it hook, line and sinker. (plus the bobber)

The INS is a mess and they have to rely on unions to decide what to do --yet the president and his administration take the flak for its failures. It is unbelievable that unions run this government and that inept people can stay on the dole for life. The democrats certainly should know this--yet they fail to fix it. Imagine combining all the departments and the union decides who can be fired or who can be moved around and the president needs to wait for their decision. Perhaps one needs to look at how these unions have contributed to the incompetence of the INS.
