And just to show their confidence in their system, the workers involved will be sure Mr. Dilley has another foster child in his care as quickly as possible. Good foster care-givers are hard to come by. Can't let a little thing like death interfere with the process.

Were signs on Dominic ignored because he was in foster care, with a couple who were part of the state system and licensed by the state?Unfortunately this is so true. It seems that corruption in our system spreads right from the top in Washington all the way down to the smallest of local governments.
