Oh I don't think it would make parents more complacent about their childrens' safety at all, especially if you understand the psychology of mothers. To a normal mother, her children are her life and there is no stronger form of love between people. Women will do anything for their children. Of course there are exceptions to every rule, but it is every women's worst nightmare to lose her child.

The problem is that having their children 'chipped' is bound to make people think their children are more safe than those without it, hence they behave differently, and perhaps unwittingly increase the chances of an abduction.
