Just what I have been saying for some time - the government does not need additional survellience capacity, because they cannot even handle the information they are already getting.

Please forward all mail to subsidized housing in whichever state has the best welfare benefits.
Please forward all mail to the state with the highest violent crime rate and highest birth-out-of-wedlock rate.
Please forward all mail to the state with the lowest English-speaking population.

How long does it take to type two new lines into an address field? Changing an address is so simple a clerical task, you wonder how overwhelming a job it is for these federal employees to just
find their way to work every day.
The country is no longer capable of surviving its own government. It's hopeless.

Did they actually think this policy through before implementing it? That's the problem with those people in Washington, they never think things through. They just implement the policy and then worry about if it will work or not.
