Why in the world did the people in Texas want him there? You'd have to understand the strange politics, and the shadow government that exists in Houston politics. He was annointed by what is known in other cities as the Chamber of Commerce, and installed with the help of the Houston Chronicle.
Brown has been a useful stooge to the people who wanted new stadiums, urban renewal, and higher taxes. Ken Lay, for example, was a big backer of Brown.

Out of town Brown was also chief of HPD before he worked in the Clinton administration. You think they knew him well enough after that. He was not well liked amoung the rank and file and was an outsider brought in by then Mayor Kathy Witmire.
However, the mayorial vote was primarialy along racial lines.
