I didn't know it was conservative to oppose ANWR drilling (and even threaten to fillibuster it with Kerry, Feinstein, and Levin if it was brought to the Senate floor) or to oppose energy exploration in general (aside from ANWR.) I didn't know that supporting federal regulations on the treatment of elephants or federal retirement homes for monkeys was conservative either. At least a dozen senators have a higher ACU rating than Smith. Sure, he's a loose cannon - big deal - sometimes loose cannons fire in the wrong direction.
