Yes. It had never been acted upon under an extraordinarily and perversely lax administration. The hope had always been that ANYBODY of good will coming in would start, on Day One, to reverse the 'poo-poo' mindset of the previous administration, taking the security threats seriously...not just as politics. Specifically, prioritizing the worst possible threats, such as loose nukes, bio-war, and commandeered air-liners as among things requiring immediate re-classification as threats to be taken seriously, resources re-touted, etc. And discipline imposed against all those who had willingly or enthusiastically aided and abetted the 'poo-poo' mindset. Like the supervisory agent character in FBI HQ who even AFTER 9-11 opposed Massaoui's computer being searched. He should have been re-assigned to Antarctica...doing the Narc detail on Camp McMurdo.

I meant that 9/11 was the first terrorist event of its kind. There are a milion things terrorists could do-- should we run around like beheaded chickens over them all?
