So please correct me, I thought that if the HFD determined that it was Arson, then they would assign it to the HPD. It isn't that way?

NO, it stays with Arson. Most of the time HPD doesn't even have a file on it.

So if a murder is committed by use of a fire bomb (not saying this case is that way), then that murder is fully investigated by the Fire Department? The Police would not routinely get involved?

So if vicious dogs were trained to attack and kill someone, the dog catcher would do the criminal investigation? If some has their head bashed in with a garbage can it would be investigated by the sanitation department?

I think I see a tiny problem in the city of Houston.
