So, because they want to drink, take drugs, expose themselves, fight each other, and beat their "significant others," they should be given ownership of a public beach?
First of all, "homeless" is just a stupid euphemism for "bum"- and "bum" is shorter, clearer, and easier to spell.
If I decide to become a bum, I'm heading for Hawaii, the most liberal state in the nation (bar none!). I routinely walk around winos sleeping it off within 200 yards of the Hilton Hawaiian Village (Waikiki), and I have NEVER seen any of them "harassed by police"- even when they are openly drinking in the park, which is illegal for the rest of us "non-homeless" types.
I was going to stay at the Army Rec Center in Waimanolo with my son a few years ago- after driving the rental car around to that side of the island, I decided against it. Waimanolo is the slum of Oahu- it figures that the Army would put their Rec Center there. Bums, drugs, gangs, and shanties. (If you are eligible for a military Rec Center, try Bellows Beach, which is as far from Waimanolo as you can get on this island).
