I'll bet dollars to dogpoop that the guy who poured the concrete slab did it.

The reasons that lead me to believe it are: 1. He was only a renter.
2. I would bet he has been late on rent before and was always short on money.
3.Why would you invest into a rental that you don't own.
4. He never told the landlord he was going to pour concrete.
5. He poured it himself which is not the easiest thing to do.
6. He told police he poured the slab because he was going to put in a swimming pool.
7. You guys aren't going to believe this, but Weaver's dad is in jail for killing someone and burying him beneath a concrete slab.

What's the problem with the property owner. If he wants, or gives the ok to dig up the pad, end of story. Fresh crete is easy to bust up. Take 10 minutes with a bobcat and atachment.
