Keith Brackpool, chief executive of Cadiz Inc. and the man who would be king of California's new private water industry, has spent much of his career swimming in controversy.

He once resigned as CEO of a company after loaning himself money from the firm's treasury. He was linked indirectly to a spectacular corporate collapse in his native England.

Is it proper in this day and age to encourage a monopolistic approach that would principally benefit those who obtain and control it thru political subterfuge?

Shades of "Lights Out in ChinaTown" Starring GraYouT Davi$ as Jack Nicholson and Gary South as The Snappy Answer Man... urr sidekick AttackDawg.

Water will be as valuable as if not as rare as gold, some say at the rate the West is developingor or overdeveloping. But will that stop GraYouT from pocketing the money? And peddling his influence?
