It's my understanding that the report has never been released, just the letter concerning the SEC decision to not press any charges. The SEC never said the deal was proper, just that it wasn't prosecuting.

I don't understand why, say after the mid term elections, the full report isn't made public and we get this behind us. The rumors are troubling and should be dealt with
