Burns, a former communications manager for the crime-control office, was among those listed on the subpoena. She said yesterday that she was assigned for seven months last year to review news releases and other materials "to determine whether we had met our goals and whether we had any public liabilities that needed to be addressed."
A primary purpose of the research, she said, was to bolster Townsend's campaign. "It was common knowledge that it would be used in the upcoming campaign, that it would be helpful," she said.
Burns said she received an annual salary of $68,000 from a U.S. Department of Justice drug abuse research grant awarded to the University of Maryland. Although her job was classified as a faculty research associate at the school, Burns said she rarely set foot on campus and was told to work at home.
