Nope, take a look at Moody's ratings definitions: National Scale Long-Term Rating Definitions

You have to know about how sovereign ratings work a little bit too, but "A3" is Moody's shorthand for "AAA."

China's A3 rating is not a national scale rating. In fact there are no Moody's national scale ratings for China. You are confusing ratings assigned to sovereigns with national scales which have been implemented for certain emerging market nations to rank credits within those countries. A3 is the equivalent of A-: Rating Definitions
