The Templars were actually funded by Richard's father, Henry. It was a penance for the murder of Beckett. Beckett was murdered at the behest(unknowing behest) of Henry, whose once confidant Thomas, took his duties as Archbishop of York seriously and defied Henry repeatedly. Henry never could understand the change of direction of his beloved friend and listened not to his best advisor, and queen, Eleanor of Acquataine.
