I know that each of the (few) times I've ever been pulled over, one of the first things that comes to mind to say to the cop is "there are people being robbed, raped and murdered around here (and in my area that's very true), don't you have anything better to do?"

The cops in my area are perfectly capable of doing both: arresting violent criminals AND issuing routine traffic citations. They do a fine job. Occasionally they have to put up with crap-mouths such as yourself to get in done. All part of the job.

If you get pulled over in my neck of the woods, I'm rooting for the cops.

My "neck of the woods," Prince George's County, Maryland, IIRC has just had it's seventy-something-th murder this year. Along with all the other "serious" crimes, I'd say they do have something better to do.
