Up here, in Chaos City, Ontario in the summer, scofflaw ruffians smoke pot on the downtown streets or on pub patios all the time. And it's hardly surprising any more to smell that smell wafting down the street any time of day. Nobody cares.
(That's how you can tell real crimes from phony ones.)
Now if we could only get the police to behave in the same civilized way as everyone else... : )
