While I dont want to belittle the obviously nice work of an Israeli sniper, Im getting a little tired of this pin prick approach to retribution.
Surely Israel realizes that even if they were to go door to door handing out food and blankets, the palis would shoot them in the back as they left and the international community would be outraged that the food was too salty and the blankets werent warm enough.
The only thing the palis can understand is peace on their own terms- land for peace.
Each time they violate the peace, land must be taken from them. For example, last weeks bombing at Hebrew University; The proper response would be 24 hours to evacuate Nablus, and then a seemingly endless barrage of Daisy Cutters, non-stop circling of AC-130 gun ships braiding every square inch with round after round of bullets, followed by sweeping waves of Heavy Armor pulverizing the remaining rubble into dust, and only then, a massive storm of heavily armed troops to search for and execute anyone unlucky enough to have some how survived.
Its blind optimism to think that this would dissuade the palis, but sooner or later, theyd be herded into a small enough space that this now well honed technique could be applied WITHOUT the aforementioned warning. The collateral explosions from their bomb making factories would make for good T.V. watching.

This is such a simple solution it's almost scary. And it has an excellent chance to be very effective.
