I think that your analogy (of Special Forces to Spartans) is a false one. Perhaps the Spartans would be more aptly compared to the Imperial Japanese Army, where fitness, loyalty, and unquestioning obedience were the most important traits.
Ok, I don't think it is the best analogy either. Hope othere might come up with better ones, my own mental stamina is drained at present.
I'd put cunning first, strength nearly last, though. Putting strength and endurance on a pedestal means they become the hammer waiting to be used. Hammers tend to demand to be used, and projects that need other joints get nailed instead.
