Was that a permanent policy though? No it wasn't, and my main point about Bush and Ridge encouraging Congress to review the Posse Comitatus Act, is that they seem to believe that arrests, searches, and seizures, should be permanent responsibilities for the military.

This does not presage a police state.
In this age of bio/chem/nuclear terror the military is the only organization which will likely be able to handle some threats.
Some limited police powers would make their job easier and the public safer in these threat situations.
