Quite frankly, this "consulting fee" is something that probably routinely occurs within politics. It may not be so obvious as a parent-to-child transaction, but I'll be this isn't the first.
I can only surmise that this transaction, while shady, is legal. The real crime here is that there's a loophole that permits it.
