They just said there are 18 helicopters standing by medivac the miners should they need it. There are 9 miners. What am I missing?

They said that the extras were for if anything goes wrong with the first 9. But I think they had the extra helicopters to transport family.

Some bad weather possible so they' brought in back ups . Also back-up ground vehicles just in case.

The governor wanted a helo for each of the men, and a back up helo for each one of those. Impressive leadership.
