VIENNA, July 28- Upon the issue of the formal declaration of war against Servia today Emperor Franz Josef gave orders for the removal of the Summer Court from Ischl to the capital. His entourage tried to persuade him that Vienna air would not suit him, but the aged Emperor replied:
"I do not want the air of Vienna. I want the atmosphere of headquarters." The opening of the war has caused the imposition of all kinds of restrictions upon public business. All the railways, of course, are under military control, and the telegraphs are being reserved entirely for the service of the State. The hope is still entertained here that the war will be confined to Austria-Hungary and Servia. The report that Russia and France have intervened in Vienna is incorrect. In official circles here it is maintained that any action by those powers must be supported by the third party to the Triple Entente, namely, Great Britain. It is known that Great Britain and France do not want a European war. Peace among the great powers or war among the great powers must depend on the action of St. Petersburg.
At the Foreign Office here it is freely stated that now that war has begun Austria-Hungary will be bound to no more conditions such as she propounded prior to the outbreak of hostilities.
Food Prices Up in Vienna.
There was an abnormal rise in the price of provisions today, which caused great indignation on the part of the public, who flocked to the markets to lay in stores in anticipation of a possible scarcity. Vegetables in many cases trebled in price. Feeling ran so high that in many instances stallkeepers in the markets were mobbed or assaulted, and the police and to be called out to restore order. The authorities declare that the sudden increase in the prices of provisions and vegetables is totally unwarranted.
A permanent committee appointed to deal with the question of provisioning the country, sat today to discuss the regulation of prices in order to prevent the public being cheated. A similar meeting with the same object also was held in the Diet.
It was officially asserted that there was no reason for apprehension with regard to the food supply, and that it was needless for citizens to start the accumulation of stores of provisions. The only effect of such procedure, it was added, would be to still further raise prices.
Official arrangements have been made to take care of families of reservists called to the colors. In the event of a reservist being killed or reported missing an allowance of about 25 cents per day for each adult and 12 1-2 cents a day for children will be continued for six months.

Surrender to whom? If the Russians did not attack Croatian homes, why did Croatia need to attack Russia??
Oh, I forgot...the Croatians were ON the losing side of WWI (and WWII, I must add).

What a load of revisionist crock. Its the Kaiser's fault for giving Austria-Hungary a blank check. Austria then felt emboldened to escalate the conflict, and voila. Stupidity abounded on all sides, but Germany deserves the overwhelming bulk of the blame.
Why stop there? Blame it on the 1815 Congress of Vienna, or even the 3rd-century domestication of the camel. The problems in the Balkans were caused by Helmut Kohl's government. The problems in Israel were caused by the Jordanians in 1948. There's no need to go back before that.
There are no parallels. Franz Ferdinand was a fool, and Austria was bound to collapse no matter what. What was not needed was a Great War.

Because,all nations that were the part of Austro-Hungarian Empire were obliged to serve in the army(national service).Including Krajina and Bosnian Serbs!!!They were just a citizens of the state!
Truth to be told,when Austria invaded Serbia in 1914 ,many of them(Serbs) were in Austrian army!There are a solid historical data that massacres of the Serbian civilians in Machva(region of Serbia next to river Drina) were commited by Krajina Serbs!!!
Let me ,also,remind you,that when WWI begun,very few Bosnian Serbs deserted (Austrian army) and went to the Bosnian mountains to fight as a guerillas against Austrians!They were known as "Zeleni Kadar"(Green Kadre)!
To blame Croats for their participation (on Austria-Germany side)is wrong,they had n o choice!Just like thousands of Czechs,Slovacs,Magyars....
Using the same analogy,we should blame the Serbs for fighting for the Turks as Yanissaries!They had no choice!
BTW,Tropoljac,Russia didn`t attack Croatia!Croats were only a cannon fodder for the Imperial army!

I know because I have fight after fight with them and they even insulted my Grandfather's service in the GREAT WAR by saying he was fighting for something he did not understand...he was a high ranking aide to General Pershing, for crying out loud!!
Of course not. But Kohl encouraged the Croats to secede militarily (and aided them in more ways than one), which set the stage for all that followed. Yugoslavia has always had ethnic hostility, but there's no other rational explanation for why disolution had to have been violent. Just look at the CIS and the Czech Republic/Slovakia for examples.
How about if Britain and France had minded their own business? What did they care about Bosnia or Serbia? Without them, it would have stayed another in a long line of eastern European wars that would have been settled behind the scenes by shifting poor peasants from on monarchy to another while creating a few more Dukes and Duchesses. Once the western democracies got involved, the war needed to be fought to the end. None of the previous methods of 'solving' what were really inter-family spats could work in an open political system.
The fact remains that on all sides there were 20th Century armies with 20th century weapons lead by spoiled greedy aristocrats who's brains were frozen in a 16th century vision of war and politics. None had the intelligence to foresee what would happen and none had the courage to get out of the mess once they got into it.
With all the carnage, perhaps it was necessary cost to be paid for the destruction of monarchy.
