Perhaps you will show us SPECIFICALLY where the Constitution REQUIRES Congress to declare war.

The federal government is not permitted to do anything it wants absent constitutional prohibition. Quite the opposite. The federal government only has those powers SPECIFICALLY granted in the constitution.
