Not true. Read paragraph 2, Article VI, about the 'Law of the Land' & the 'Laws of any State, to the Contrary notwithstanding'.
--- The states were already so restricted to obeying the whole of the constitution.

NOt the first amendment which was binding only on Congress passing laws. That is why Mass, Va, and other states had laws allowing the establishment of religion and why the 14th specifically expanded coverage to the states.
