I don't think this is in America, but rather in Israel. Rather than Amish, I suspect those are Hassidic Jews. It is a common sight in Israel under the current conditions. They are probably Reservists, with their issue weapons, which they, the Israeli reservists, like their Swiss brothers in arms, have taken their arms home with them for some time.
But you are right, it should be a common sight in the US these days also. For caption, how about. "You say the terrorists are heading our way...good! We'll take care of it"
