Does the Bill of Rights apply to the states or not?

Presenting the 10th Amendment:

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

In other words, any specific right not addressed by the Constitution (READ: the Bill of Rights) is reserved for the States.
