The French sources also informed Hamad Bin Khaleifa al-Thani that France would act, if necessary, as a substitute-surrenderer for Iraq, in the event that they were too ashamed to cave-in to US demands.
The source made it clear that they had offered the same service to the US, in the event that they felt compelled to surrender to Iraq, but were not expecting that offer to be accepted in the near future.
