Your premise is based on nothing more than your devout fear of those who do not espouse a belief in a higher power. Negate what she (Francisco) said in this passage. Please do. If you are truly the 'conservative' you claim to be, I defy you to do it and do it rationally.

Well, on the one hand, there IS a reasonable fear of such. Please remember that more people were slaughtered in the last hundred years in the name of "atheism" than died in all the religious wars in the past 2,000. That alone should give one pause.

Also, those who slaughter innocent life, who prey upon the weak of society, etc., are those who have no fear, nor give thought to, anything "higher" than themselves.

But beyond that, it is simple adolescent silliness to expect that the "natural man," unalloyed by a faith and reliance on that which Created him, can be relied upon to live in harmony with his fellows.

"For the natural man is an enemy to God, and has been from the fall of Adam, and will be, forever and ever, unless he yields to the enticings of the Holy Spirit, and putteth off the natural man and becometh a saint through the atonement of Christ the Lord, and becometh as a child, submissive, meek, humble, patient, full of love, willing to submit to all things which the Lord seeth fit to inflict upon him, even as a child doth submit to his father."

No other path will work. It never has.
