Tampa Bay is a sure bet. I would have said Montreal in the past but MLB is propping them up for a season (befor ethey sell them to someone in DC). The other team could be Florida, Arizona, or Oakland.

I think the other team is Arizona. Unlike Oakland, they have a large payroll, and they were in trouble last winter despite winning the World Series.
