The guys in the white coats say that the vaccine "wears off" after 10 years providing little to no protection - only an improved reaction to additional booster shots.

Shoot -- open this up to the free market. I'll bet you have enough vaccine within a year or two. Could create a whole new market. After all, there is still the threat from Monkey Pox, Camel Pox, AIDS, etc. etc. If people start buying vaccines then there will be more funding for additional research.
