Why can a noncitizen have a Gun Permit when ordinary citizens cannot?!

Was it a concealed-carry or just a permit to own? Most everyone can get a permit to own, but only those who show need can get a concealed-carry.

Hadayet, who had a California gun permit, was carrying a Glock 45-caliber semiautomatic handgun along with an unidentified 9 mm handgun, as well as a 6-inch knife.

This doesn't make sense. There are no such things as state issued gun permits in California. Concealed weapon permits are city police or county sheriff issued. While most guns are registered in California, there wasn't a "permit" to own per se when I last resided there.
