The point is the liberals have demanded a "health" or "to save the life of the mother" exception all along. Now if it get it, it will be very difficult for them to oppose a partial birth abortion ban. The real test will be if it can survive ligitation to the U.S Supreme Court. No its not perfect but its worth a shot.

A small step in the right direction but the "health" clause will prevent any practical application of the ban because the mother's mental "health" will be used as justification.
