adhesive solvent........

An adesive cannot be a solvent and a solvent cannot be an adhesive.

So which is it?

Well M-E-K kinda sorta is. It is a solvent that melts palstic and when it dries the plastic is bonded. I know what you mean though.

I understand that. A solvent used especially for dissolving adhesives, perhaps? It's not my language; they said it.

Perhaps he had a surface primer? This is from Loctite's webpage.

SURFACE PREPARATION

Loctite offers a complete line of surface primers and adhesive activators to ensure maximum performance of Loctite products. Included are solvent-based and solventless materials which are user friendly because they are free of Class I ozone depleting compounds.

Loctite activators increase the speed of cure of Loctite threadlocking, thread sealing, retaining, and gasketing products and instant adhesives. They are also recommended for use in cold conditions (under 5°C) and for large gap filling applications. Primers improve adhesion on difficult to bond materials.

An adhesive solvent means a solvent for disolving adhesives (like Goo-Gone). In English one can adjective nouns (or verb nouns like I just did twice)--a favorite grammatical construction of Alexander Haig, who overused it to the point of silliness, but valid English grammar nonethless.

FWIW 3M makes an "adhesive solvent" for, oddly enough, dissolving adhesives. [Found it in an auto paint store] Works well. There is also Bestine, an adhesive solvent primarily for rubber cement. [Find in art supply stores] Works extremely well on delicate surfaces.

I have both at my shop and can post some of the key components tomorrow if you like. Neither is particularly nasty; nothing like MEK. Both are flammable.
