Why do I think this is nothing more than a scam to increase sales tax revenue by forcing all prices to end in a 5 or 0. As we know, prices would always be rounded UP and not down, these seems like a way to increase prices and thus sales tax revenue.

And what kind of wacky ass math and pricing schemes would need to be implemented to assure that even after sales tax all prices would end in a 5 or zero?

I'm not sure about that. Most prices today end in .98 or .99 to make the dollar amount appear smaller. I'd expect an item that costs $9.99 to be rounded down to $9.95 rather than up to $10.

Everything is already rounded up to the nearest nickel. The fact that everything ends in .99 is just foolishness. A $14.99 garden rake is actually $15.00. Even if you hung around to collect your penny in change, it would usually end up in that "penny tray" that has cropped up at just about every store. Either that, or the penny ends up under some seat cushion where it is eventually sucked up by a vacuum cleaner. There is really no point for the penny anymore except in coin collections. Time to retire it with the half-cent.
