You know, Ioan Gruffudd (of Horatio Hornhooter fame) and Sean Connerrry are both kind of dark, not to mention Enya. So maybe a cause-celeb case could be made next time there's a vote on a separate parliament for whoever.

Ioan's eyes are light, hazel color. The dark hair, light eyes and fair skin is a nice combination. My Dad's people were Welsh, and they had dark hair and blue or brown eyes. My Dad had coal black hair but blue eyes. I always thought that if you had coal black hair, you were Italian or Hispanic, but the Welsh share that coloring, too.
