July 2, 2002 -- Here's more proof that elections have gone to the dogs: A pooch is running for Congress in Florida against Secretary of State Katherine Harris.
Percy the border-collie mix is a write-in candidate in the Republican primary, has his own Web site and has been taken out to meet voters. One of his slogans is: "Never made a mess in the House! Never will!"
