Hong Kong marks a milestone today, the fifth anniversary of its return to Chinese sovereignty. The five years since the handover have been both better and worse than anyone imagined then. A dramatic deterioration in the economy has been coupled with a less dramatic but still considerable deterioration in political autonomy.
