City Council passes resolution calling for moratorium on death penalty

(New York-AP) -- The City Council is calling for a moratorium on the death penalty in New York state.

The council overwhelmingly passed a resolution today calling on the governor and state legislature to place a freeze on all executions in the state. The council voted for the moratorium by a 39 to 12 margin, and they say the moratorium should last until capital punishment in New York is investigated.

Councilwoman Yvette Clarke said the death penalty in New York is in a ``crisis situation.''

The council's resolution is a recommendation, and the governor and Legislature do not have to act on it. The governor favors the death penalty.

The resolution also supports federal legislation, urging Congress to pass the National Death Penalty Moratorium Act of 2001 and the Accuracy in Judicial Administration Act of 2001. Both call for a national moratorium on the death penalty.
