More than 100 members of the 28th Infantry Division of the Army National Guard sat in near silence yesterday at the armory in Beechview for one of the last meals they will have with their families before going to serve at military bases in Germany.

Don't read too much into it...
California National Guard troops have been providing security here at Ft. Huachuca since before January, and were recently relieved by AZ NG troops.
This supplements Active Duty troops, both here and abroad, that have been deployed in support of operations in Central Asia and elsewhere.

They are filling positions left by active component troops deployed to Bosnia/Kosovo and (eventually) Iraq.

These folks are replacing those guard members sent here in January to conduct "Force Protection" duties here at the many scattered Kasernes in Germany
The manning requirements for the new, post 9-11 force protection measures are impossible to fill with the two, two-third-sized divisions remaining in Germany after the drawdown of the 90's.
Our units cannot train without this extra influx of manpower, necessary to guard the gates of dozens of little bases and housing areas.
