Don't know whether it's true, but it may be a consideration. The elements are true, and the combination is plausible.
A stated reason is that the vaccination can cause death in about 3 in 1,000,000 uses -- only slightly better odds than winning your average state lottery. But I think the required vaccinations aren't much -- if at all -- better.
