Under the Geneva convention the occupying power has the obligation to enforce the rule of law on an occupied territory. They cannot allow it to descend into chaos. All this BS about "illegal occupation" is nonsense. It's perfectly legal. And, given the state of lawlessness in the territories it's probably required under international law. Oslo, which required Israel to leave Areas A & B, gave Israel a legal excuse not to live up to this requirement (not that anyone complained) but technically it is their responsibility to police the streets if the locals can't or won't.
