"it’s absurd to credit it with a trend that preceded it". Bad argument. If participation in HS sports is in part a function of expectations about opportunities for athletic scholarships to college, then even the expectation of a law being passed is going to have an effect.

"Saying that Z happened after Y doesn’t mean Y caused Z." Good point. It's just that people are selective about making it. Attributing the growth in the economy in the 80's to tax cuts is a case in point. Taxes were raised dramatically in 1993 and a dramatic period of growth followed.
